Putin: Russia has to raise people’s incomes, cut poverty till 2026

MOSCOW, Jun 21 (PRIME) -- Russia should combine efforts to raise households’ income and reduce the poverty level until 2026, President Vladimir Putin told the United Russia ruling party on June 19.

“We have to combine all the efforts and build our work in such a way that we reduce the chances of families with children facing poverty significantly until the end of 2026. Our general goal is to raise the wealth of Russian families and incomes of our citizens greatly,” he said.

INFRASTRUCTURE

Development of roads and public utility networks is of utmost importance, Putin said.

“We need to ramp up construction of roads, public utility networks, and other facilities everywhere. Such a large-scale upgrade is necessary for our people and citizens in the first place. It will also open new prospects for the cities and villages, new prospects for development of our economy,” he said.

He suggested the government continue issuing infrastructure loans to the regions until 2020 and increase financing of the program in line with the amount of good infrastructure projects that come from the regions. The government is working on the criteria for the loans that the regions would spend on infrastructure. Putin also asked the party to support the regions in implementation of infrastructure projects.

He also suggested allocating additional 150 billion rubles to the regions to upgrade the life support systems. The federal government should help the regions that don’t have enough money to improve infrastructure, they should work together, he said.

Pilot infrastructure projects should be ready already in 2023–2024, not when it’s convenient for the authorities, he said.

The government should issue additional 50 billion rubles to the regions to improve public transport, and 30 billion rubles on road maintenance.

The regions should make their financial debt policies responsible so that the federal government does not have to shrug their shoulders when the regions ask for more money. The Finance Ministry issues financial support to the regions regularly, but it should meet the need stemming from what is happening in real regional finances, Putin said.

He also said that the Russian housing construction industry has not only recovered, it is growing consistently.

“Over the first five months of the year, new housing construction projects totaling almost 15 million square meters were launched. I stress that it is a 78% increase as compared with the same period of the previous year, and this figure is a sign that the sector has not only recovered, but is showing consistent growth,” he said.

ENVIRONMENT AND FAMILIES

Putin suggested allocating 20 billion rubles more to cleaning of the rivers and the internal sea of Russia from the accumulated damage to the environment. “It should cover refloating of sunken vessels that pollute waters of our rivers, as well as preservation and cleaning of the depleted fields and old oil and gas wells,” he said.

The government has to stop shady exports of timber.

“We are now working on a new industry information system. With its help, we would be able to track all stages of timber consumption from its working plot to processing and exports. It is important because it prevents illegal cutting and shady exports of timber,” he said.

The September 1, 2023 deadline for the system is too late, the authorities should look into the ways of launching it earlier, he said.

He also suggested freeing families with two children from paying taxes after selling flats if they buy new ones in a year.

“Sometimes this (tax) sum is significant for a family, and it this sum that they lack to buy new housing faster after more children are born,” Putin said.

He also said that the Russian banks signed 1.5 trillion rubles of contracts under the government’s cheap mortgage loan program and over 2 trillion rubles came to the housing construction industry taking into account the initial installments.

Russia has to create a rehabilitation system, and Putin ordered the government to issue at least 100 billion rubles for it until 2026. The bulk of spending, or 60 billion rubles, should be allocated as soon as possible so that the work starts immediately and on a large scale, he said.

Putin also named the people that he expects Defense Minister Sergei Shoigu, Foreign Minister Sergei Lavrov, Chief Medical Officer of Moscow’s City Clinical Hospital 40 Denis Protsenko, Co-chairwoman of the central headquarters of All-Russia People’s Front Yelena Shemyova, and Children's Rights Commissioner Anna Kuznetsova to be put on the list of the top five positions of the United Russia party candidates.
